When was the concept of "one country, two systems" first formally put forward?

  In October 1984, the weekly magazine Liaowang (Outlook) of Deng Xiaoping's talks with a group of foreign guests and compatriots from Hong Kong and Macao was published. Deng's discussion illustrated how the Chinese Communist Party's policy on reunification had become more fully developed by this time. Although Deng had earlier referred to this concept on several occasions and had used the phrase, "one country, two systems," this was the first time he had ever given such a comprehensive, systematic and penetrating analysis of the idea.
